Training Requirements for 4 Hour Flagging Training
Students will receive a full color ID card after course completion.
As per the New York State Department of Transportation Standard Specifications, all flaggers shall be adequately trained in flagging operations by recognized training programs, including the American Traffic Safety Services Association, the National Safety Council, unions, or construction industry associations, or by an individual who holds a current certification as a flagger training instructor from such a program.

Intended Audience
Individuals in New York State involved in the daily construction operations potentially where workers and general public may be exposed to hazards created by vehicles and/or equipment.
Course Overview
This course trains all individuals in safe flagging techniques specific to New York regulations. The topics discussed in this course involve a thorough understanding of flagging procedures, proper use of required equipment, review of flagging skills from hands-on training and classroom activities, and coordinate traffic movement through the work zone.
Learning Objective
Upon completion of this course, the student will be able to:
  • Explain the need for flagging operations
  • Practice and demonstrate all flagging signals and procedures
  • Apply standard references as they pertain to flagger operations
  • Describe abilities of a flagger as per NYS and MUTCD standards
  • Demonstrate typical flagging practices for day and night operations
Completion Requirements:
Students are required to complete 100% of the course and actively participate in all learning activities including hands-on demonstrations to receive the 4 Hour Flagging Certification ID card. This card is valid for 4 years.
