Training Requirements for Emergency Action Plan Training
As per section §113-03 of the NYC Fire Safety Department Rules, candidates for the Emergency Action Plan (EAP) Certificate of Fitness (C of F) are required to complete an Emergency Action Plan course. Applicants have 1 year from the date of completing the course to apply to take the computer based exam. If they do not apply within a year they are required to retake the entire course. 

NEW – Upcoming FDNY Transition Deadlines:

By September 3, 2018, or the date of expiration of existing C of F, all current and active Fire Safety Directors will also be required to have successfully completed the 7-hour Emergency Action Plan (EAP) training course.

By March 1, 2019, or the date of expiration of existing C of F, all current and active F-85 must have registered and received a passing grade on the computerized EAP C of F examination to receive their Temporary Fire Life Safety Director C of F (T-89). The T-89 will be converted to the F-89 when the candidate successfully passes the EAP on-site practical examination.

By March 1, 2020, ALL building owners must have a Fire and Life Safety Director (either F-89 or T-89 C of F) in place.
Intended Audience
Individuals interested in applying for the Emergency Action Plan (EAP) Director Certificate of Fitness.
Course Overview
This course covers topics such as Local Law No 26 of 2004, R404-02, when is a emergency action plan required and who is required to enforce it, hazardous materials, including chemical and biological agents, natural disasters and weather related issues. Applicable lessons from major incidents including the World Trade Center will be discussed.
Completion Requirements:
Students are required to complete 100% of the course and actively participate in all learning activities including hands-on demonstrations and the final exam. Student must obtain a score of 70% or higher to receive course completion certificate.

Students who do not pass the end-of-course test will be extended a second opportunity to take the exam. It is the students’ responsibility to contact the school to schedule their retake exam within one week of the original class date.

Students who do not successfully pass the exam a second time will have the option of registering for another Emergency Action Plan Training course at a reduced price of 50% of the original course fee. Students must contact the school to schedule and pay for the retake class within 6 months following the original class date. After 6 months, students will be required to pay the full course fee.

Make-up time is not permitted for this training course. Students who miss time from any individual session must reschedule and attend the full training course.
